In modern times, Police organisations too need to be adequately equipped with latest technological equipment and gadgets so as to effectively tackle the challenges of internal security and keeping this in view a plan for Mega City Policing (MCP) has been included as a sub-component of the overall Scheme of Modernization of State Police Forces (MPF). Continuous upgradation of technology and integration of various technological components of urban policing lies at the heart of an effective Mega City Policing Plan. Apart from technological up scaling, measures for development of a citizen friendly police, involvement of students in appreciation of safety and security, attitudinal changes in policemen, recruitment of larger numbers of women in police will also help Mega Cities to develop an effective policing system and better handle emergencies.

• As the technology development is a continuous process and various modules of technology are fast converging to produce integrated solutions, it has been observed that an integrated emergency communication and response system will be able to integrate several above modules and provide a real time relief in the case of personal emergencies and distresses especially for more vulnerable sections of the society such as senior citizens, children and women. It will also be able to swiftly direct the emergency responder services such as police, fire and ambulance to the distress/emergency location.
• The Mega City Policing (MCP) has been approved as a component of Scheme of Modernization of State Police Forces (MPF Scheme) for the 12th Five Year Plan and a tentative allocation of Rs.432.90 crore has been indicated for this purpose. The allocation for Mega City Policing is to be utilised for six Mega Cities as per the State Action Plan to be prepared in accordance with the instructions issued by the MHA vide its letter No.25013/96/2010-PM-II/PM-I dated 20th March 2013.(Click Here).

• It appears that the progress on designing and preparation of a technological policing plan for the remaining Cities is moving at a slower pace due to continued emphasis on traditional policing and lack of technical capacity or appreciation of the technological factors within Police Directorates to be able to invite bid/tenders and implement integrated technological solutions through competent private sector/ public sector partners which could provide an end-to-end solution.

• Every year the State Governments are advised to formulate their State Action plans on the basis of the availability of Central resources and corresponding share of State resources. The State Governments prepare their State Action Plans in accordance with the guidelines issued by MHA vide its letter No.21011/23/2013-PM-I dated 28th February 2013.(Click Here). The State Action Plan formulated by the State Governments are first approved by the State Level Empowered Committee and thereafter these are considered by a High Powered Committee under the Chairmanship of Additional Secretary (Foreigners), MHA. The other Members of the High Powered Committee are DG, BPR&D, Additional Secretary & FA, MHA, Joint Secretary (PF-I), MOF and Joint Secretary (PM), MHA. • 5% of the total MPF allocation is released to the States as Contingency Reserve for various Plan and Non-Plan components of the Scheme to different States. In case a particular State is not able to utilise its share of funds, the same can be allocated to other States at the end of the financial year depending upon the potential to utilise the funds and availability of an approved State Action Plan. While releasing funds, one of the pre-conditions specified by the Ministry of Finance is to obtain utilisation certificates upto the financial year preceding the year for which funds are proposed to be released.
• From the financial year 2014-15, office of OSD, CPSMS will coordinate with the State Governments and all the SAPs for MPF will be uploaded by the State Governments on the Online Web Portal of Central Plan Scheme Monitoring System (CPSMS) website: http://cpsms.nic.in as this Web Portal would be utilised for generating online expenditure sanctions and monitoring of utilisation of funds.
• The State-wise details of funds released from 2000-01 to 2012-13, amount spent and unspent balances lying with the State Governments from out of the funds released till 2012-13 can be seen in Statement-I.
• From the year 2013-14 funds have also been allocated under ‘Plan’ component of the MPF Scheme. The details of the Budget Estimates, Revised Estimates and the funds released to the State Governments both under ‘Plan’ and ‘Non-Plan’ components of the MPF Scheme can be seen in Statement-II.
• As the implementation of State Action Plan is the primary responsibility of the State Governments, the details and manner of utilisation including the details of items/ assets procured are monitored and accounted for by the State Governments themselves. The procurement is made by the State Governments as per applicable General Financial Rules, Delegation of Financial Powers Rules and their accounts are audited in the usual manner by C&AG of India; Concurrent Auditors and Internal Audit Wings of the State Government as per applicable Rules/ Regulations in force in the State
